As the daughter of Mexican immigrants and a first-generation college and law school graduate, Gabriela is deeply committed to serving communities with skill, compassion, and integrity.
Gabriela is widely recognized for her work representing students and families under the Individuals with Disabilities Education Act (IDEA). She advocates for children in administrative hearings and federal court, fighting to ensure they receive the services, supports, and equitable education they are entitled to under the law. Her practice also includes expulsion defense and school discipline matters, as well as federal litigation involving disability discrimination claims under the Americans with Disabilities Act (ADA) and Section 504 of the Rehabilitation Act. Through both administrative and federal advocacy, Gabriela provides comprehensive representation to protect students’ rights in and out of the classroom.
In addition to her education law practice, Gabriela represents clients in trust litigation and trust administration, including complex disputes involving binational families and cross-border issues. Drawing on her international background, she helps families navigate sensitive legal matters involving assets, inheritance, and family dynamics that span multiple countries.
Gabriela also provides fractional general counsel services to small businesses, advising on day-to-day legal needs, risk management, and long-term strategy. She partners closely with business owners—particularly family-owned and growing businesses—to deliver practical, accessible legal guidance without the need for full-time in-house counsel.
Gabriela brings extensive experience in environmental law and municipal matters, including policy advocacy and litigation related to the Clean Water Act and cross-border environmental issues impacting the San Diego region. Her work has included collaboration with organizations such as Surfrider, where she served as a Policy Coordinator and contributed to efforts addressing environmental harms affecting coastal communities.
Gabriela earned her Bachelor of Science in International Business from the University of San Francisco, her Juris Doctor from California Western School of Law, and an LL.M. in Environmental Law and Sustainability from Kingston University London. She lived and worked in Europe for nearly a decade, focusing on international legal matters, including commercial arbitration, experience that continues to inform her cross-border practice.
Beyond her legal work, Gabriela is committed to mentorship and community engagement. She supports diversity initiatives within the legal profession and coaches her former high school’s Mock Trial team, helping students build confidence and advocacy skills.
Born and raised in San Diego’s Sherman Heights, Gabriela remains deeply connected to her community. When she’s not practicing law, she enjoys spending time with her husband, four children, and their dog, and can often be found at the beach, continuing to improve her surfing.

Pamela has a strong interest in disability rights and advocacy, which informs her work supporting cases involving access, equity, and services for individuals with disabilities. She has participated in advocacy efforts with organizations such as Cure SMA and the Hearing Loss Association of America, and supports initiatives related to newborn screening, disability rights, and accessible air travel.
She holds a Certificate in Dispute Resolution and Mediation and is currently completing her Bachelor of Science in Legal Studies along with an ABA-approved Paralegal Certificate from the University of La Verne. Pamela has been recognized on the Dean’s List and is a member of the Phi Theta Kappa Honor Society.
Born in Portland, Oregon and raised in Orange County, California, Pamela brings a strong sense of community and service to her work. She remains actively involved in local volunteer efforts, including food banks, school supply drives, and holiday meal distributions.
